Monroe is developing a Downtown Master Plan that will create a vision for the downtown area and serve as a guide for future growth and development in the core downtown area.

The Downtown Master Plan builds upon the City’s recent 2040 Comprehensive Planning efforts which identified this initiative as a top priority.

• Create a tool to help implement the community’s Vision.

• Provide a framework to guide future public projects, infrastructure improvements, new development, and revitalization in the downtown area.

• Identify catalyst projects and implementation strategy.
